What you were allowing, from what I read, was up to four buildings of 6,000 square feet apiece. The County generally requires 1 parking space / 300 square feet of commercial or office space (or 1 space for a 1 BR apartment, 1.5 for a 2 BR apartment, and 2 for a 3 BR apartment). As I tried to fit the allowed buildings and their parking, I found it almost physically impossible, certainly not possible with any elegance.
I think at a minimum you should reduce the allowable building space to 10,000 per lot, which could still be potentially splittable into two buildings of 5,000 square feet apiece. This is reflected in the regulations below; the design on the following page illustrate one possible design. The regulations below are what you would propose to Oscar; the detailed design shows what you could end up with if he maximizes the options. Preliminary Commercial Regulations Lots: Two lots shall be created adjacent to the Community Center parcel along Caspar Street. Lots shall be 25,000 square foot – approximately 167 feet wide east-to-west and 150 feet long north-to-south. The parcels will be zoned RV. Each is splittable into two parcels. Buildings: Each original parcel has a 5,000 square foot maximum building footprint and 12,500 maximum building floor area, including all outbuildings. Height limit 28’ feet. First floor commercial/office, second floor commercial/office or residential; attic, if present, can only be residential (roof must be gabled). Total commercial/office space not to exceed 10,000 square feet. Total residential space not to exceed 7,500 square feet. These totals pertain to the original lot and if split, the development rights must be divided between the resulting parcels. All structures must be built on-site. Buildings shall have their long side facing the road. Parking and circulation: No parking in front of building; front setback must be landscaped and/or used for seating. All parking screened from off-site views by evergreen vegetation. Service entrance in the rear. Water will be supplied by the Caspar water system. Shared waste treatment recommended. |
